In our recent webinar, Stokka Brown, Principal at CSRS - a Westwood Company, shared how the City of Central, Louisiana, transformed stormwater management after the 2016 floods, which damaged 60% of buildings. The disaster spurred the city to move from reactive recovery to proactive resilience.
Stokka highlighted Central’s comprehensive framework, which integrates hydraulic model management, system maintenance, infrastructure upgrades, regulatory improvements, and robust community engagement. With over $60 million in secured grants supporting $135 million in planned projects, the city is modernizing its drainage systems while equipping residents with improved tools, including an online stormwater hub, drainage summits, and early flood warning systems.
The city’s proactive efforts are paying off: Central has improved its Community Rating System class from 7 to 5, saving residents nearly $1 million annually on flood insurance. Together, these steps illustrate how communities can turn crisis into opportunity and build long-term resilience.
